Last Wednesday, the House Financial Services Committee’s (HFSC) hearing, “Housing Solutions: Cutting Through Government Red Tape” addressed policies that hinder the expansion of affordable housing across the country. During this discussion, Representative Mike Flood (NE-1) asked for an explanation of the challenges the manufactured housing industry faces as a result of these regulations, particularly those caused by the Department of Energy (DOE) energy efficiency standards. Former HUD General Counsel Paul Compton said the HUD and DOE conflict is a classic example of bureaucracy resulting in the loss of intended vision. He highlighted the speed of producing a manufactured home as a major benefit, noting that regulatory rifts slow down an already delayed regulatory process, and called for a review of the regulatory process for manufactured housing at HUD and DOE. View the video of Compton’s testimony on ManufacturedHousing.org.
