Thanks to consistent engagement and strong advocacy at both the state and national levels, the manufactured housing industry secured a significant win in Connecticut during the 2025 legislative session.

Connecticut House Bill 5428, which proposed capping annual rent increases at 1% plus the Consumer Price Index (CPI), posed a serious threat to the viability of manufactured home communities and the broader supply of affordable housing.

Through coordinated grassroots efforts by the Manufactured Housing Institute (MHI) and direct lawmaker engagement by the Connecticut Manufactured Housing Association (CMHA), the industry successfully raised awareness about the harmful consequences of rent control.

While a weakened version of the bill passed the House, it was not taken up by the Senate in the final hours of the session. As a result, HB 5428 did not become law—a clear testament to the power of unified advocacy.

This outcome reinforces the importance of ongoing coordination between national and state associations to protect and promote policies that support the growth and sustainability of manufactured housing.
