The U.S. Department of Housing and Urban Development (HUD) announced that Teresa Payne will be the new Deputy Assistant Secretary for Manufactured Housing, a position created after HUD made the Office of Manufactured Housing Programs (OMHP) an independent office reporting directly to the Assistant Secretary for Housing and Federal Housing Commissioner in June.

Elevating OMHP to a Deputy Assistant Secretary position at HUD gives manufactured housing a seat at the same table as the Deputy Assistant Secretaries for Single Family and Multifamily.

MHI has long advocated for the elevation of OMHP from its low-priority placement within the Department’s structure. Previously, OMHP was organized under the Office of Housing’s Office of Risk Management and Regulatory Affairs.

Payne’s committed engagement with manufactured housing makes her especially well-suited for the role, and signals that HUD recognizes the importance of manufactured housing.

“MHI congratulates Ms. Payne and HUD, and applauds the recognition of manufactured housing as a cornerstone of the nation’s housing supply and a key element to address the nation’s housing shortage,” said Dr. Lesli Gooch, MHI’s CEO. “Under Ms. Payne’s leadership in her prior role as Administrator, Office of Manufactured Housing, the decades-long backlog of HUD code updates has been resolved, and these code updates elevated housing innovation and expanded attainable homeownership by creating a larger range of home types available under the HUD Code.”

Virginia: Zoning Board Approves HUD Code Duplex
