The Manufactured Housing Institute (MHI) commends the U.S. Department of Housing and Urban Development (HUD) for its long-awaited amendments to the Federal Manufactured Home Construction and Safety Standards (HUD Code). As the nation navigates an affordable housing shortage, manufactured housing offers quality and affordability to Americans who need and deserve both. Today’s amendments support the industry’s continued efforts to innovate and bring attainable home ownership to people across the country.

Continual innovation in our industry includes the development of single-section duplexes and multi-section duplexes to help address housing challenges in high density areas. HUD’s updates will allow for the immediate delivery of the single-section duplex, as well as allow accessibility features such as roll-in showers, and tankless water heaters in all homes, without requiring an Alternative Construction approval process.

MHI is disappointed in the 180-day implementation period, especially given the extensive updates which include 74 updates to reference standards, 16 new standards and three regulatory text changes.

The proposed revisions and updates to the HUD Code are critical to addressing the backlog of items previously approved by the Manufactured Housing Consensus Committee (MHCC) that have been pending HUD approval and implementation for years. We urge HUD to provide frequent updates to the Code to alleviate construction challenges and streamline the path to attainable home ownership nationwide.

Note: The amendments were announced on September 11, 2024. They will be officially published in the Federal Register on September 16, 2024 at which point the 180-day implementation period will begin.
