federal lawsuit challenging the DOE’s energy standards for manufactured housing is on hold. On February 21, 2025, the Manufactured Housing Institute (MHI) and Texas Manufactured Housing Association (TMHA) jointly requested a 60-day litigation stay, which Judge David A. Ezra granted on March 14, 2025. The DOE intends to propose a further delay in compliance with the rule’s energy efficiency standards.

The compliance date for Tier 2 homes remains July 1, 2025, but if DOE does not initiate rulemaking within 60 days, MHI and TMHA may seek expedited relief. This reflects a broader regulatory shift under the Trump Administration, which prioritizes reducing industry burdens. The DOE is expected to modify the rule due to high compliance costs affecting affordability.

MHI will continue monitoring and advocating for a regulatory process that ensures clarity and feasibility for manufacturers, retailers, and consumers. The industry awaits DOE’s next steps regarding the rule’s implementation. Read the details on the MHI website.
