federal lawsuit challenging the DOE’s energy standards for manufactured housing is on hold. On February 21, 2025, the Manufactured Housing Institute (MHI) and Texas Manufactured Housing Association (TMHA) jointly requested a 60-day litigation stay, which Judge David A. Ezra granted on March 14, 2025. The DOE intends to propose a further delay in compliance with the rule’s energy efficiency standards.

The compliance date for Tier 2 homes remains July 1, 2025, but if DOE does not initiate rulemaking within 60 days, MHI and TMHA may seek expedited relief. This reflects a broader regulatory shift under the Trump Administration, which prioritizes reducing industry burdens. The DOE is expected to modify the rule due to high compliance costs affecting affordability.
