The Federal Housing Finance Agency (FHFA) released its annual Report to Congress. The 168-page Report covered FHFA’s financial and mission supervision of Fannie Mae and Freddie Mac, as well as the Federal Home Loan Banks.

The Report is intended as a comprehensive summary of FHFA’s objectives and actions as conservator of Fannie and Freddie and as the primary regulator of the Federal Home Loan Banks. With respect to manufactured housing, according to the report, in 2023, Fannie and Freddie exceeded their targets for commercial loans for the purchase of manufactured housing communities. According to the report, “Fannie Mae purchased loans with $2.87 billion in unpaid principal balance (UPB) and a total of 61,833 eligible units, exceeding its target of $2.0 billion in UPB, and Freddie Mac purchased loans with a total of 28,994 eligible units, exceeding its target of 11,000 units.” With respect to manufactured homes titled as real property, Fannie Mae is recorded as meeting its target, which had been reduced from 9,300 loans for 2023 to 4,800 loans. Fannie Mae supported 5,689 loans. Freddie Mac supported 7,963 loans, which exceeded its target of 5,800 loans.
