On Monday, September 15, the Manufactured Home Construction and Safety Standards (MHCSS) 4th and 5th Sets went into effect. As announced in September 2024, the 4th and 5th Sets were the most extensive updates to the HUD Code in more than 30 years, containing 74 updates to reference standards, 16 new standards, and 3 regulatory text changes—all of which were initially set to become enforceable after 180 days. Diligent engagement and lobbying efforts by MHI resulted in a delay of enforcement to September 15, 2025, providing the necessary additional time to ensure a smooth and cost-effective transition for manufacturers, suppliers, retailers and community operators.

MHI applauds the work done by HUD and industry to incorporate the extensive changes. With the rollout of these updates, the backlog of items approved by the Manufactured Housing Consensus Committee (MHCC) that have been pending HUD approval and implementation received critical advancement and relief. To ensure smooth updates in the future and prevent other potential backlogs, MHI encourages HUD to establish a regular cadence for updates to the HUD Code. Updates to the HUD Code allow manufactured housing to continue to innovate and develop, bringing more homeownership opportunities to Americans nationwide.
