Representative David Scott (GA-13), who served in Congress for more than two decades, passed away on April 22.

First elected to Congress in 2002, Rep. Scott made history in 2021 as the first Black lawmaker to serve as Chair of the House Agriculture Committee. Over the course of his career, he was a consistent and valued supporter of manufactured housing.

 

Notably, Rep. Scott was the only Democrat to speak on the House floor in support of MHI’s financing legislation when no other members of his party were willing to do so.

Rep. Scott said, “Manufactured housing is the cornerstone of affordable housing in this country,” in support of H.R. 1699, the Preserving Access to Manufactured Housing Act of 2017. The legislation passed the House by a 256–163 vote but ultimately did not become law.

During MHI’s June 2019 Homes on the Hill legislative fly-in, MHI highlighted the word Rep. Scott used to describe manufactured homes—“cornerstone”—in our accompanying advocacy materials.

Rep. Scott will be remembered as a champion of the manufactured housing industry and a trusted ally to the families and communities it serves.
